Governor Davis appointed Michael Flores, a bowhunter who belongs to organizations that promote hunting.

AB 161 by Assemblyman Ken Maddox. Breeders. Support. PASSED.
Requires breeders who sell 3 litters or 20 dogs a year to provide warranties, veterinary care, and socialization. AB 161 also prohibits housing dogs on wire flooring.

AB 252 by Assemblywoman Fran Pavley. Endangered Species. Support. VETOED.
Would have granted temporary protection to an animal or native plant that was thought to be extinct but that has been rediscovered.

AB 1602 by Assemblyman Fred Keeley. Bond Act. Support. Passed.
Places the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 on the March, 2002 ballot, authorizing bonds amounting to $2,600,000,000. This includes $2,332,500,000 for the acquisition and development of parks and recreation areas, and for land, air, and water conservation programs.

SB 221 by Senator Sheila Kuehl. Water for Development. Support. PASSED.
Prohibits approval of developments unless a sufficient water supply is shown to be available.

SB 338 by Senator Edward Vincent. Research Animals. Support. PASSED.
Requires any shelter that supplies animals, dead or alive, to a biological supply facility, including blood banks, to post a sign so stating and to include this information on owner surrender forms.

SB 712 by Senator Jackie Speier. Dogs in State Recreation Areas. Support. DROPPED.
Requires a study of whether off-leash dog activity should be permitted in state recreation areas. Instead, the Department of Parks and Recreation has agreed to fund a task force to develop a pilot off-leash program, making SB 712 unnecessary.

SB 769 by Senator Liz Figueroa. Guard Dogs. Support. PASSED.
Requires any person or agency in the business of renting, selling, or training attack, guard, or sentry dogs to obtain a permit from the local animal control agency and to meet minimum standards. SB 769 also authorizes local ordinances to add requirements for the care of the dogs.

SJR 12 by Senator Richard Polanco. Arctic National Wildlife Refuge. Support. PASSED.
Asks the President and Congress to protect the Arctic National Wildlife Refuge by prohibiting oil exploration and drilling.

SJR 15 by Senator Jack O'Connell. Offshore Oil Drilling Support. Held over until 2002.
Asks Congress to continue the moratorium on new oil leasing off the California coast.
