Permits employees of county child or adult protective services agencies to report known or suspected animal abuse or neglect.

Requires that pet stores give buyers of dogs and cats information on the benefits of veterinary care, spaying/neutering, and licensing.
AB 2474 by Assembly Members Joe Simitian & Wilma Chan. Antifreeze. Support. Passed
Requires the addition of a bittering agent to antifreeze that contains more than 10% ethylene glycol to make it unpalatable.
SB 338 by Senator Edward Vincent. Biological Supplies. Support. Passed
Requires any shelter that supplies animals, dead or alive, to a biological supply facility, including blood banks, to post a sign so stating and to include this information on owner surrender forms.
SB 769 by Senator Liz Figueroa. Guard Dogs. Support. Passed
Requires any person or agency in the business of renting, selling, or training attack, guard, or sentry dogs to obtain a permit from the local animal control agency and to meet minimum standards. SB 769 also authorizes local ordinances to add requirements for the care of the dogs.
SB 1345 by Senator Sheila Kuehl. Blood Banks. Support. Passed
Requires commercial animal blood banks to submit a written protocol to the California Food and Agriculture Department covering the humane treatment of their dog and cat donors. SB 1345 also requires annual inspections of these establishments and allows the Food and Agriculture Department to work with humane societies to ensure compliance.
SB 1357 by Senator Ed Vincent. Pet Shops. Support. Passed
Requires “any private or public retail business that sells pet animals” to provide written care information with each animal sold.
SB 1645 by Senator Byron Sher. Trappers. Support. Passed
Requires predator and “nuisance” control trappers to be licensed and regulated, automatically mandating competency tests, limitations on cruel killing methods, a ban on the sale of the furs, annual reports, and coverage in Fish and Game’s regulations and environmental documents (which include a chapter on humane issues).
SB 1851 by Senator Don Perata. Rodeos. Support. Failed
Would have redefined rodeos to include charreadas (Mexican style rodeos) and mandated rodeos to notify animal control agencies at least 14 days before a performance. SB 1851 would also have required a veterinarian to be present at all rodeos except high school and intercollegiate rodeos.
