SB 602 (Allen & Wiener) - Bees

An act to add Section 12860 to the Food and Agricultural Code, relating to pesticides.

Was amended April 6th.On Senate floor (2017-2018).  An act to add Section 12860 to, and to add Article 4.5 (commencing with Section 14085) to Chapter 3 of Division 7 of, the Food and Agricultural Code, relating to pesticides.

ACTION: CONTACT YOUR LEGISTLATOR.  Tell them that:
Honeybees and native bees and other pollinators are critical to agricultural production, home gardens, and native ecosystems. Bee populations have been declining significantly over the past 25 years, and while there is no single cause of these declines, a substantial and growing body of evidence points to neonicotinoid pesticides as a key factor. Neonicotinoid pesticides are taken up by plants, and expressed through pollen, nectar, and guttation droplets, impacting both target and nontarget insect species, including honeybees and native bees.
 
 
 
AB 8 (Bloom) - Mountain lions

An act to amend Section 4803 of the Fish and Game Code, relating to mountain lions.

4-25 & 3-23 In Water, Parks & Wildlife; hearings were cancelled at author's request, no new hearing date. Depredation permits: will not mandate the mountains lions be killed, changes to "MAY allow" them to be killed.

ACTION: CONTACT YOUR LEGISTLATOR.  Tell them that:
This bill will give DFW wardens the flexibility they need to help manage and protect the states apex predator and help California Mountain lion peacefully to coexist in an ever changing environment, setting an example for co-existence and stewardship for future generations.
 
 
AB 411 (Bloom & Muratsuchi) - Therapy dogs/witnesses
An act to add Section 868.4 to the Penal Code, relating to witness testimony.

Referred to Public Safety Committee (passed 7-0), on Assembly floor for vote (read 3rd time).

ACTION: CONTACT YOUR LEGISLATOR.  Tell them that:
Individuals shall be afforded the opportunity to have a therapy or facility dog accompany him or her while testifying in court, subject to the approval of the court to provide emotional comfort in a high-stress environment for the purpose of helping a witness to testify and reducing his or her stress level.
 
 
AB 485 (O'Donnell & Dababneh) - Dog & cat adoption & sales
An act to amend Section 31753 of the Food and Agricultural Code, and to amend Section 122356 of, and to add Section 122354.5 to, the Health and Safety Code, relating to public health.

ACTION: CONTACT YOUR LEGISLATOR.  Tell them that:
Pet stores should be required to sell dogs, cats and rabbits that were obtained from a public animal control agency or shelter, society for the prevention of cruelty to animals shelter, humane society shelter, or nonprofit, as defined in Section 501(c)(3) of the Internal Revenue Code, animal rescue or adoption organization that is in a cooperative agreement with at least one private or public shelter pursuant to Section 31108, 31752, or 31753 of the Food and Agricultural Code.
 
 
AB 521 (Frazier) - Elk tags

An act to amend, repeal, and add Section 332 of the Fish and Game Code, relating to hunting.

ACTION: CONTACT YOUR LEGISLATOR.  Tell them that:
We already have enough concessions for hunters in this state and we do not need REDUCTIONS for fees for a resident elk tag to $100 for adults, (with annual adjustments, the current elk tag fee is $445 for residents) and prohibits the new fee from being adjusted for inflation. We do not need to have our youths hunting elk. There have been too many incidents of injured elk dying a slow and painful death due to the inability of young hunters. Specifically, this bill creates a resident youth elk tag with a fee of $20, and prohibits that tag from being adjusted for inflation. Allows the Department of Fish and Wildlife (DFW) to issue up to 30 youth tags.
 
 
 
AB 1138 (Maienschein) - Public health/dogs

An act to amend Section 121720 of the Health and Safety Code, relating to public health.

Passed the Assembly, now in the Senate waiting to be assigned to a committee.
Clarifies restrictions and regulations regarding the sale of pets over the internet.
Amended 3-28. An act to add Section 17531.2 to the Business and Profession Code
relating to the sale of pets.

ACTION: CONTACT YOUR LEGISLATOR.  Tell them that:
Internet buyers of dogs and cats commonly fall victim to false advertising.  The internet has made it much easier for sellers to use deceptive practices, including the source and health of the pet and, at times, even the existence of the pet.  Buyers are saddled with unanticipated veterinary costs and are devastated when a happy event turns to a costly and emotional outcome.  Many consumers do not seem to understand that they have remedies under the law for deceptive marketing.  AB 1138 would clarify the law to ensure that deceived buyers know that they have a remedy under California laws.
